GST 2.0 Reforms in 2025: New Slabs, Rates, and Middle-Class Impact

India’s Goods and Services Tax (GST) regime, launched in 2017, has been a cornerstone of economic unification, but its multi-slab structure—0%, 5%, 12%, 18%, and 28% (plus cess on certain items) has often been criticized for complexity and classification disputes. This changed dramatically on September 3, 2025, when the 56th GST Council meeting, chaired by Union Finance Minister Nirmala Sitharaman in New Delhi, approved “GST 2.0″—a landmark reform dubbed the “Next-Gen GST.”
The reforms, recommended by the GST Council’s Rate Rationalisation Committee, aim to reduce compliance burdens, boost consumption, and provide targeted relief to the middle class estimated at over 400 million households earning ₹5–30 lakh annually.
Effective from September 22, 2025 (coinciding with the start of Navratri), these reforms simplify the system into four slabs:
Slab-Wise Analysis: Impact on Middle-Class Essentials
0% GST Slab: Exemptions for Ultra-Essentials (No Tax Burden)
The 0% slab covers unbranded, unpackaged basics vital for survival and welfare, expanded in 2025 to include more processed foods, medicines, and services. Previously, many were at 0% but with caveats for branding; now, exemptions are broader, saving middle-class households on core nutrition, health, and education. This slab now includes over 200 HSN codes, with life and health insurance fully exempted (previously 18%). For a family of four, this could mean Rs 200-300 monthly savings on dairy and school supplies alone.

Conclusion: Empowering the Middle Class Through GST 2.0
The CBIC’s Notification No. 15/2025-Central Tax (Rate) and Circular No. 248/02/2025-GST guide the implementation of the 2025 GST reforms. Businesses must update invoices by September 22, 2025, while anti-profiteering rules ensure consumers benefit from reduced prices. With taxes cut on 90% of daily essentials and higher rates on vices, middle-class families could save ₹10,000–15,000 annually. Though stock transitions and monitoring pose challenges, these reforms support consumption and economic growth. For details, visit cbic-gst.gov.in or consult a CA.
